CALLED TO ORDER: The Board of Directors Meeting was called to order at 1430 hrs by President Steve Eggert due to having a guest speaker. DINO ROSSI: Dino Rossi addressed the Board of Directors seeking the Guild’s endorsement for Governor. Dino was accompanied by Renee Maher, widow of slain Federal Way Police Officer Patrick Maher, who was shot and killed in the line of duty in August of 2003. Renee is active on Rossi’s Campaign for Governor. Dino introduced himself and thanked members for their past support during the last contentious election that was decided by a mere 129 votes. Dino was very upbeat about his prospects at becoming Washington’s first Republican Governor in 23 years. His campaign is being fueled by a surge in volunteerism and thirst for change in Washington State Politics. Dino emphasized that he would not be running again if he didn’t think he was going to win. Dino describes himself as an ardent supporter of law enforcement and public safety. Steve Eggert expressed his concerns about the lack of LEOFF 2 Pension Reform in Olympia. Steve stressed that the latest bill going through Olympia was gutted to the point of being useless. He went on to emphasize that the current LEOFF 2 retirement system is so weak that the State will suffer from a significant population of 62 year old law enforcement officers who can’t afford to retire. Dino fielded some questions about his position on LEOFF 2 Pension Reform and expressed a desire to work with law enforcement to finding solutions. At 1500 hrs, Dino had to leave for another appointment. Steve emphasized that Dino Rossi has always been very approachable during his seven years as a State Senator in Olympia and was always willing to communicate with him about law enforcement issues. PAC DISCUSSION: 1505 hours – Board meeting recess. The Political Action Committee met and discussed the endorsement of Dino Rossi for Washington State Governor. PAC members, Don Dougherty, Mark Lemoine, and Bob Lurry voted unanimously to recommend that the Board vote yes to Rossi’s request for Guild Endorsement.
1530 hrs: Board Meeting called back to order by President Steve Eggert.
APPROVAL OF MEETING MINUTES: The minutes from the February 13, 2008 Board of Directors meeting have been posted at the worksites and on the website. The minutes were submitted for review. A motion was made by Alan Kelley to approve the meeting minutes as submitted. The motion was seconded by Mark Lemoine. Motion passed.
APPROVAL OF INCOME AND EXPENSE REPORT: The Income and Expense Report for February 2008 was presented by Secretary/Treasurer, Bob Lurry. After reviewing the report, a motion was made by Marcus Williams to approve the report as submitted. The motion was seconded by JK Pewitt. Motion passed.
WSLEM BALL TICKETS: In addition to the two tables KCPOG purchased, COMPAS also purchased two, one of which KCPOG is to fill. For all those members who submitted their name in the WSLEM Lottery – you all have seats for the event. Kim will email confirmation and instructions to all.
GOVERNOR’S RACE: Ron Kierce made a motion to support the Political Action Committee’s recommendation that the Guild endorse Dino Rossi for Governor. Steve Eggert seconded the motion. The vote to endorse Dino Rossi for Governor will be forwarded to the membership. The vote will be taken at the March 26, 2008 General Membership Meeting, 1400 hrs at Pct 4.
OPEN FORUM: Mark Rorvik advised that SPD has opened a storefront inside the King County Courthouse. SPD has been under pressure from Court employees to make the surrounding area safer. Mark was concerned about where that leaves us. Is there any right to work issues here? Steve explained that the MOU with Seattle has been in affect since 1997 and that the MOU states that Seattle has the work. Should any significant incidents arise in or around the Courthouse, SPD will respond. Any crimes that occur in the Courthouse occur within Seattle’s jurisdiction and they have first right of refusal. SERGEANT’S EXAM: Steve announced that there was yet another error with the last Sergeant’s exam resulting in yet another re-configuration of the Sergeant’s eligibility list. Details were published in GIB 08-037. EMPLOYEE GRIEVANCE: The Board meeting moved to Executive Session in order to hear and discuss a grievance of an employee. Guild Attorney, Chris Vick was also in attendance to give perspective on the grievance. After discussion and questions, a motion was made by Al Kelley to take the case to arbitration. The motion was seconded by Bob Lurry. Motion passed. BOARD POSITION 4: Steve Eggert announced that Marcus Williams will be retiring from the Board, as he is being promoted to the rank of Sergeant and is being transferred to Pct. 3. The Board congratulated and thanked Marcus for his participation and dedication over the years and wished him well in his new position. Steve appointed Deputy Mike Mansanarez to replace Marcus Williams on the Board as the Guild Representative for Pct. 4. A motion was made by Bob Lurry to approve the appointment. Motion seconded by Don Dougherty. Motion passed. Welcome to the BOD Mike! OVERTIME – ARTICLE 8: Thad Frampton asked to confirm that the new changes to Article 8 (Overtime) allowed the one hour minimum compensation for phone calls over 8 minutes be taken as paid time OR comp time. Steve confirmed that it is like any other overtime. It can be requested as either comp or paid time. COURTROOM TREATMENT: Ron Kierce expressed concern over a Deputy’s recent Courtroom treatment. The Deputy complained that a judge was demanding a doctor’s note for missing a court appearance. The guild advised him to provide the Judge only with an approved absence request. He was forced to wait for two hours to see the Judge. There was no apparent cause for making the Deputy wait and the Deputy was dismissed in a rather rude manner by the Judge. Ron Kierce will research the matter further and possibly draft a letter of complaint to the Presiding Judge. ADJOURNED: The Board of Directors Meeting adjourned at 1730 hrs. |
