MEMBERS ABSENT: Pat Bowen – Vice President CALLED TO ORDER: The General Membership Meeting was called to order at 1400 hrs by President Steve Eggert. GUILD APPOINTMENTS: Steve Eggert announced that Pat Bowen has resigned from his position of Guild Vice President. Steve appointed current Secretary/Treasurer, Ron Kierce, to the position of Vice President. A motion to approve the appointment of Ron Kierce to Vice President was made by Thad Frampton. The motion was seconded by Mark Rorvik. Motion Passed. The appointment of Vice President created a vacancy for the Secretary/Treasurer. Steve appointed Bob Lurry to that position. A motion to approve the appointment of Bob Lurry to Secretary/Treasurer was made by Alan Kelley. The motion was seconded by Marcus Williams. Motion passed. SERGEANT’S EXAM UNFAIR LABOR PRACTICE: Steve announced that there has been an agreement between the Guild and the County over the ULP filed regarding the recent Sergeant’s examination. The contents of the agreement are posted on the website and are below: King County and the Guild agree that if a candidate took the June 2007 Sergeant’s examination and the January 2008 Sergeant’s examination, the better of their two passing assessment center scores will be used to create a final eligibility list of Sergeant’s candidates (the “final eligibility list”). If a candidate took the June 2007 Sergeant’s examination and did not take the December 2007 written examination (and also did not proceed to the January 2008 assessment center), the candidate’s passing assessment center score for the June 2007 Sergeant’s examination will be used for the final eligibility list. If the candidate took the June 2007 examination and took the December 2007written examination but did not score 70 or above that candidate’s name will not be placed on the final eligibility list. If a candidate only took the January 2008 Sergeant’s examination but did not take the June 2007 sergeant’s examination, the candidate’s January 2008 passing assessment center score will be included in the final eligibility list. LEGISLATIVE RECEPTION: There will be a Legislative open house held at the Olympic Red Lion Hotel on February 7 at 6 pm. This event is being co-hosted by COMPAS, WACOPS and the Fraternal Order of Police. Anyone interested in attending is welcome. You will be able to share your thoughts/concerns about legislation. WEBSITE: The Guild’s Web Administrator, Terry Diener, was in attendance to discuss the website. He said he will be retiring soon and advised the Guild to pursue an alternative for maintenance of the website. He suggested we look into a company called Unions-America.com, which specializes in Union websites. Several questions arose concerning the future of the website and the content, of particular concern is that our meeting minutes are publicly posted for anyone to see. Terry stated that a large percentage of our web site hits are from east coast ISP addresses. It was suggested that we consider implementation of passwords as a safeguard. Another alternative is the dissemination of the Meeting Minutes through email. Terry emphasized that web sites are only as good as the content. Changing content on a regular basis is a great idea, but will require more time and time equates to increased costs. Terry said his retirement plans are not imminent, but he would like us to start looking for his replacement soon. He is committed to helping make the transition as smooth as possible. SHERIFF’S MEMO: EMPLOYEES ATTENDING CONFERENCES: Don Dougherty requested a status on the Sheriff’s Memo of Expectations for Employees Attending Conferences. This particular memo outlined conduct expectations for those attending conferences and was being handed out to all members for review. Steve spoke with the Sheriff about this and the memo was not intended to be handed out en masse; members should no longer be receiving this memo. PTO TRAINING: Don Dougherty requested the status on the new PTO (Patrol Officer Training) program. Steve stated the certain parts of the program are non-negotiable items and those changes can be implemented without bargaining; other elements, however, are subject to bargaining and the Sheriff will need to address those issues at the bargaining table. Steve emphasized that past changes, such as COP, involved working with the Guild, from the beginning, in a collaborative effort to make changes, rather than working against us. We need to be involved in the process that makes significant changes to the office and that which affects bargain-able issues. CHARTER REVIEW: Don Dougherty requested the status of the Charter Review Commission, which is considering the Sheriff’s requested to negotiate directly with the Guild. Steve said a letter was sent to the Commission and the Guild’s opinion is that the request is not a good idea and may, in fact, not be legal.
